I think the only thing we can say here is the source of our information differs considerably on the causes of gang information.. You are basing your insights on gang info on your experiences growing up and your Admin rehab program experience in the State of Alaska 4 or 5 decades ago. What does that experience have to do with gang formation in southern California in 2008--whrein the police say the gangs came out of the "projects"? It doesn't mean that all "projects" lead to gang formation. Just that LA projects did. I can't universalize the proposition that kids raised in welfare projects are subject becoming gang members. It is just one piece of evidence as to that. As is your experience elsewhere in a different time period in different places..
