10,000 new R&D jobs in Taiwan.... not the US.
When you have tons of money sitting offshore and don't want to pay taxes TWICE on it, why not use it to hire workers where the money is? Duh.... seems so simple yet the "brilliant minds in Washington" can't figure this out.

Foxconn to raise salaries for Taiwan employees in April

Foxconn Electronics (Hon Hai Precision Industry) is set to increase salaries for employees who earn less than NT$1.2 million (US$39,560) per year in Taiwan and those qualified will enjoy a raise of at least NT$3,000 per month, according to the company.

The company also plans to recruit 15,000 new employees in the near future with 70% of the positions related to R&D work and the rest for e-commerce, marketing and finance analysis departments.

The salary plan will only apply in Taiwan and the company so far has not yet had plans to extend it to its employees in China.
