You miss the point.

They go to Ireland , bas the profit center there, buy US treasuries (no risk) keep the greater cash flow there and pay taxes in the US on the interest yield of the treasury.

IT IS SAFE.

IT is parked out side the US to prevent paying the 35% tax (highest around the globe) and safe as the full faith and trust of the US government treasuries.

They protect the principle and pay taxes on the treasury interest income.

NO THIRD WORLD EXPOSURE AS YOU SUGGEST!!

Your whole premise is NUTS! The biggest mistake Apple, Cisco, and the boys could make would be to bring all that money "home" and hold it in US dollar demoninated accounts. Don't worry--they aren't that stupid.
