No, Dave, it wasn't. Our health care system has always been a complete failure for those that can't afford it. Other countries addressed that problem long ago. We're catching up.

Everyone needs health insurance. What is wrong with you?

And if you look at things like infant mortality and many other health stats, we are not the best, just the most expensive.
