Many people read the Bible - as it was supplied by the church. This is an issue of optimization - is it better to have kids who have no access to school be reading ANYTHING (including the Bible) or nothing? I had this discussion about quality activity with my boss. IMO It is better to have an imperfect process that is widely deployed and measured than a potentially better process that sits on a desk and never gets any run time. I can fix what is measured - like if we measured actual "corrections" at prisons, but not things that are unrelated to the effectiveness at all like headcount. That is my bias as a systems engineer. Measure what you want to improve, not by testing alone but by effectiveness checks under actual conditions of use. Are people happier and more productive after education? The trend is disturbingly becoming "No." That suggests that the relevance of education is declining as a means to improve people's lives.
