Its stupid to spend law enforcement dollars targeting prostitutes....efforts should be focused on violent crime.

What about those prostitutes in Brazil Obama's security was doing? They probably had important state secrets to transmit to the NSA.

I've worked with off-duty cops who ran security in a hotel where I was a maintenance engineer. A lot of them felt their public service job entitled them to perks others were not given. Some provided by private interests, like free apartments. Once they joked about having their dispatcher give them a call right when they were finishing a restaurant meal, so they could run out saying they were responding to something, without paying. Lots of things like that.
