In that case, he could just speak about Apple's political activism but not suggest that those who don't like it should sell.

I still think the wiser approach is not to engage in the activism at all. Look out for shareholder interests - that's his job. I don't own AAPL, but if I did and I heard a CEO make a suggestion that those who disagree with the politics should sell, I'd be inclined to do exactly that, hoping enough others follow suit to have an impact.
