Working? Probably not the term I'd use if I was going to evaluate the system. I would say its beneficial if it contained government costs, reduced or at least didn't increase government control, increased or at least didn't reduce people's options.

Worked would be a lower standard, in that negative things can work well (there working well might just make things worse). In some sense Obamacare might have worked. It appears to have increased coverage a bit.

But most of the uninsured are still uninsured, meanwhile extra costs and government control are extended over the population.
