The problem is that the level of THC in the blood does not indicate, to any extent, the level of impairment one may be under.

For this reason, in most states, DUI/Marijuana really cannot be proved in a court of a law, unless the driver was examined by a drug recognition expert. Some states are starting to set arbitrary levels as the basis on which to convict, but it is a fundamental alteration in the meaning of the law when they do that.
