It is worth considering that FDR moved toward desegregation SOLELY because of mounting threats of civil disobedience; after he refused to desegregate once already. Where is that sense of urgency? The reality is government had to respond to a number of events, including Supreme Court decisions, growing civil unrest and general resistance to desegregation. When I hear northerners getting holier-than-thou about racial segregation, I am always reminded of the great lyric "Rednecks" by Randy Newman, which put both northerners and southerners in their places.
