I can't really say who paid those taxes. But it was a good move. The problem is, imo, that he didn't follow it with stimulative tax policy that would cause capital investment.

Consistently, targeted credits/deductions which cause investment (not those which cause consumption) are what you want in order to stimulate economic growth. Anything you can do to spur business investment is a good thing. I started my first business right after Reagan took office and was able to get by for a couple years without paying taxes (even as my wife was a making a lot of money). I probably would not have felt like I could have done that without the tax breaks for the investments I was making in my business.
