The swat team will try to have a pow once a week, but only if there is a stock to play. POW = Play of the Week. If market conditions are unfavorable, or if the swat team feels a pow should not be given that week can be omitted from the pow. The swat teams goal is only to have a pow when all conditions favor having one.
