Well, YES, if it is not reimbursed by the recipient, and the service provider can not collect, then it is literally FREE to the recipient on a monetary basis.

Is it FREE to the Service Provider? No, of course it is not Free to the Service Provider.

The only people that think things are FREE, or should be FREE, are Liberals.

They typically lack the education or thought process to understand that every service performed has a cost associated with it.

Liberals chant for FREE Government Health Care, FREE College, etc

They seem to be oblivious to the underlying costs associated and believe that "TinkerBell" comes and sprinkles her Magical Thinking Dust and everything is better.

No reason the US could not provide those service at no cost to it's citizens as other smaller countries do... Except for the fact that there is no money to pay for it. Lot's of stuff that could be done if there was a "tax base" to actually collect higher taxes.. Like a V.A.T, or Federal Sales Tax like those countries that provide these services collect.

Liberals want the US to be "like those countries" when spending money on the Electorate.. But, not like those countries when collecting Taxes from the Electorate, to actually PAY for those services they want provided by the Government.

It isn't free, but it isn't nearly so expensive as some would have you believe.

Because an unpaid $5,000 bill isn't anywhere near the same thing as a $5,000 loss.
