Hi Sun Tzu; Re: "Detroit is a good buy, even now."; So I've been looking around, dividend paying stocks just do not seem excessively expensive.

One of the features of the quant meltdown in 2007/2008 is that value stocks were driven down due to their unwinding arbitrages. But I find it hard to believe that the effect is still present. I just don't see why people would be buying long bonds when dividend paying stocks are cheap (and we're obviously due for some inflation which tends to be somewhat kinder to stocks than bonds).
