The interest rate may be near zero on short term securities, but they will have to be rolled over later, presumably with a higher interest rate.

As for the money "working" a lot depends on what its used for. Spending of little benefit (or even on counterproductive initiatives), doesn't all the sudden become highly beneficial just because the interest rate is low.
