Don't think Bush used "Executive Orders" to implement this.

And we don't want to just "make $hite up" either? Now do we?

The Bill was "put forth" by a prominent Democratic Senator, enjoyed wide Bi-Partisan support, and was signed into law by a Republican President.

If a Democratic President signed into a law that later had unpopular "unintended consequences" that was a "put forth" by a "Democratic Lawmaker" (insert Affordable Care Act), would you blame the "unintended consequences" on the Democratic President? Or would you claim that the Bill received support by the Republicans in Congress also so the responsibility should be shared?.

Answering this question might expose a bit of "Hypocrisy"..
