He can hire a SMART PhD in Ukraine for less than a secretary in the Silicon Valley Technology invented by people is easy to get across the border compared to a shipment of chips. (Think IC designs.... you can design them anywhere and ship the files via internet) Not stated but he has all this cash offshore so why not spend it there where he gets full value.
