Yup. An unguided sugar rocket is not known for its accuracy. Some estimates put the CEP in the range of kilometers.

So why do they do it? Because the Israelis can be counted on to over-react.

1800 missiles in two weeks. It's pretty great they have such good bomb shelters and anti-missile systems.
