Let's say one of your neighbors wrote you several letters saying that he wanted you DEAD and would keep trying to kill you for as long as he lived? He then fired a couple of shots at your house every week. Usually he'd just hit the side of your house but every once in a while he'd hit a window. You've heard from people that that neighbor is trying to buy a sniper rifle. The kicker is that there aren't any authorities in the area for you to call. You're on your own. Also, you can't move. How would you handle that?
