Not sure the idiot label applies - it was a new idea at the time and sort of made sense - hoping they would be so busy with collecting trash, police, water etc that they would not have time for terror.

but the Bush administration was not very good at anticipating results.

As if Obama and Kerry have been better - going around Egypt and negotiating their own deal with offers of money for Hamas. They've tried six times now and still don't seem to get it and are trying again as we speak. The Egyptian plan was the only viable one and of course now - the war will end when Israel says it does.
