Brown was charging

Supported by the fact each shot got more accurate assuming the two closed distance and were facing each other - unless Brown runs backwards.

Was Williams chasing Brown? If so, why?
Because he was just assaulted and it's his job.

You just contradicted yourself. So which is it? Was Brown charging Wilson, or was Wilson chasing him? If it was the latter than Wilson should have stopped firing when Brown put his hands up and stopped running.

But, Wilson has not mentioned he was chasing him. By his account, he got out of the patrol car and Brown rushed him. So that doesn't add up.

There is no bruising on Brown's body, which calls into question Wilson's claim of a struggle and getting punched in the face.
