If the US dollar is devalued or even merely "talked down", a lot of countries will benefit. However, I very much doubt that Rubin would do that anytime soon. Because that would be very unpopular with the powerful and rich folks who have donated much money and support to the Democrats. Besides, if Clinton is to escape possible impeachment, he has to remain as 'popular' as possible. So Rubin must avoid doing anything that might upset the applecart for his boss.
