The dramatic reduction needed to start 50 years ago. You go to war against carbon with the population you have, not the one you wish you had. Since we can't reduce population in a meaningful time frame, except by nuclear war or by seeding the planet with Ebola patients, we should work on reducing the carbon footprint of that population, and that reduction needs to start here, since we are the biggest carbon pigs in the world. If the cake is baked, then bake it in one of these.
