Much of it is demographics and who tends to settle in those states..Dumbest states tend to have a larger percentage of rednecks, blacks and hispanics who all value education much less than average. Last I checked two of those three groups tend to vote democrat.. Only surprise to me not making the top ten for smartest was Washington State.. Most every state in New England made the list as it has very little of the three groups.. Florida has all three in spades,,, CA would easily have made the smartest list if not for its huge Mexican immigrant population..
