This is a made in Canada problem and will be settled with a made in Canada compromise of giving something to everyone who has there hand out. I'm just not sure how tight the Government is holding the leash on Inco. A little slack would be justified. How about the Federal and Newfoundland Governments creating a new National Park somewhere in Newfoundland to keep the environmentalists happy or else force the smelter to be run on Ballard fuel cells and slack off on the emissions ? The Indians would be allowed to bag three members of the Inco board of directors each year under tightly regulated hunting permits. Somehow I think we would have had an easier time getting the mine constructed if the deposit had been found in Indonesia where a more established and stable form of graft is established.
