It is difficult to just say the author or authors were just talking about the digital revolution... at least in what Kirk could do... it's more about the whole technological impact as the digital wave becomes focused and as the industrialized economies change in their in relationship to this wave.

An example would be the changes coming to Universities and on line educational approaches. That will be a significant change and available to many of the dispersed peoples carving to better themselves.

Nobody can disagree with - About 2/3's of the worlds population lives without electricity or clean water. The digital revolution has no meaning for them.
However, there are now cell phones and the internet in Africa and other emerging economies.

If the so called "Third Wave" takes hold - and we're seeing only the early stages - it will cause displacement of resources and peoples employment patterns in industrialized economies. Plus it will empower curious minds who have access to the internet.

I believe it's to early to say they're wrong.

And I believe investment opportunities will take hold from the changes approaching.
