Because it was supposed to. Never try and cure a patient who has been sick for 12 years in just one day; your cure will kill him.

If the increases had been twice as high, we would have. Would that have killed the patient? Who knows. The best we can do is double what we did last year and find out. It'll be a nice experiment.
