Sure it can, that's the reason so many people dig up fossils.

The theory of Punctuated Equilibrium explains the quick response to changing environments.

You could introduce alligators to Greenland. I predict you wouldn't find some ingrained program to evolve, you would find a bunch of dead alligators that froze. The selection process is a matter of numbers, some succeed and some don't, but the important thing is that only the ones that succeed are still around to be noticed.
