non-random change over time can't be observed. Sure it can, that's the reason so many people dig up fossils. The theory of Punctuated Equilibrium explains the quick response to changing environments. You could introduce alligators to Greenland. I predict you wouldn't find some ingrained program to evolve, you would find a bunch of dead alligators that froze. The selection process is a matter of numbers, some succeed and some don't, but the important thing is that only the ones that succeed are still around to be noticed.
