I think you are correct.

In Texas all car dealers had an ad valorem tax on new and used inventory.

The inventory was taken between Christmas and new years.

Then they just assigned a much smaller levy on all units sold - it tripled the tax revenue.

Dealer pay it on every transaction and do it for free.

Very efficient and it boosted the revenue.
