Initially industry was built where labor could easily commute. Than came cars that got better and better gas mileage so those who did better fast, moved further away first. Eventually the cities became too great tax burden on the industries and they sought refuge further from the taxing jurisdiction. Hence fewer labor intensive jobs left in the cities.

One thing is certain: No GOP POTUS would have gotten away with sitting in the Oral Office with his trousers down and a young intern nestled beneath his desk and then afterwards cramming a cigar up her private parts.
