To the best of my knowledge, you cannot completely deinstall IE4. Some garbage and core changes to the OS are permanent, unless yo reinstall win95.
That beast is not getting near my system.

A few months ago, I downloaded IE and installed it. Several hours later, I heard my modem click. IE was, all on its own, dialing my ISP.

It was auto-updating your subscription (channel) content. You can turn it off if you want. It probably should not have been on by default in the first place, but it's right there in the documentation and readme.
