ISIS, at least at this stage of it's development, is something an individual can and does decide to identify with, or not, at any given moment. There are plenty of radically minded people already in the USA and something as simple as having a bad day could cause someone to decide to activate themselves. "...not be crossing the southern border from Mexico"... How do you know?
