Elroy your logic depends heavily on historic time span, as such Russia could claim the territory of Alaska as theirs, at least it is closer to Russian territory than to the US which can access Alaska only by sea or the good will of Canada, and more so it was also part of Imperial Russia, just pay back the money with fair interest
