Where are you shopping? Most of the PII233 systems I see are under $2000, even some of the PII266. For example, Compaq offers a PII233 for $1799, and an equivalent P233MMX system is $1699. Neddless to say, people are spending the extra $100 and buying the PII. The lesser-brands are selling for much less. You can get a PII-300 for less than $2000 with some of these brands. Also, today, Legends Computers (China's leading PC seller) is selling a PII system for $1299. With price differentials coming down, people will spend a bit more to get the latest PC.
