Oil tankers are "going dark" for the same reason dry cargo ships are.

Too many ships were built based on the wild China frenzy of transport leading to 2008, combined with a decline in shipping demand.

The dry cargo ships in the ocean off Singapore are not filled with iron ore and coal, nor are the oil tankers in the same graveyard area filled with oil. This cluster of ships has been there for a number of years and the number of ships is continuing to grow. Some might be recalled to work in the future, but most will eventually be scrapped.
