I don't think the judge said anything about full compliance had to be immediate. I'm sure if they bothered to ask, they would have been granted time to extricate IE from Win95. Thus, they could have shown that they were doing their best to comply fully. Instead, they partially comply, and don't even try to fully comply either now or anytime in the future. What arrogance.
