Could well be for the higher brackets but the ZERO capital gains still works for the bottom 2 brackets. BTW you may need to add the 3.8% Obamacare surcharge on capital gains for high brackets (>$250k for married couples).

Hi kirk,

Does the 39.6% top tax rate apply to capital gains and dividends for this year? seems like a huge jump from past years.
