"Official" results aren't out yet-you are jumping to conclusions.
Exit polls had the opposition leading, but by a very narrow margin,
we will know the actual results in a few more hours.
As for capital spending, the Koreans will cut spending, but they
still need to purchase equipment if the wish to remain as
"players" in the market. The Taiwanese will boast spending
and gain market share at Koreas expense.
