Beat it Ted, Truman as the world leader and Chief Executive of the only nation with nukes back then could and should have come out with a mighty statement, 'The Truman Doctrine': " In order to prevent any further proliferation of nuclear weapons, we will not allow any other nation to pursue the development of nuclear weapons. Any other nation trying to do this will immediately be subject to corrective measures of the harshest kind."

And every major country in the world that opposed the US would be quietly researching for nukes. From what I remember, Japan, Russia and Germany were already very close to having their own nukes.
