We could do it, but how to pay for it? No company or consortium of companies is going to invest the money required to build one of these. That might change once we are mining the Moon and/or the asteroids, but lofting a kilometer scale object from the Earth's surface would be enormously expensive. Even if SpaceX manages to get fully reusable boosters.

And that doesn't even address the issue of building such a thing in orbit...
