Uh, you do know that SpaceX and Boeing have contracts to supply capsules? SpaceX should be doing a pad abort test soon, followed by a flight abort test and both plan to start manned flights in 2017. It isn't ideal, but it isn't like we can't get back into the game.

For a number of reasons, most of which had to do with funding, a replacement for the Shuttle was never developed. A less than ideal situation, but it isn't permanent.
