The thing with this and similar schemes is that up here in the north we are going to facing growing droughts ourselves as the snowpack disappears so we are very unlikely to be willing to ship off water that we need ourselves.

I am preparing for a trip so don't have time to read the whole document. Does the author address this issue?

Not specifically that report, but the idea of diverting some of the ocean discharge from the Columbia makes a lot of sense to me..

..might cost somebody some money though, you know taxes, ugh....
