"Weak data strategy"? How about clever marketing strategy.

I would encourage you to read some of their press releases (http://www.qwest.com/pressframe.html) over the past quarter to get a better handle of their strategy. It appears, you are making several assumptions here:

1) You are assuming that the management of Qwest is not familiar with the pros and cons of ATM, frame and IP strategies. I would kindly refer you to their 9/30/97 press release "QWEST AND CISCO ANNOUNCE STRATEGIC ALLIANCE Multimedia Communications Company Teams with Cisco to Build the Next Generation of High-Speed Voice/Data Networks" Yes, I do believe you are missing something.

2) You are assuming technology is in a static state. The IP of 1997 will not be the IP of 1998. Nor will any Frame relay or ATM remain the same. I think you realize that but your neglecting to consider that this company is engaged in the development of new IP-based COs like nothing that exists today. "Cisco and Qwest will jointly define and test new products that would expand Cisco's offerings into the next generation of voice/data/video central office (CO). These new "IP-based" COs will be an integral part of Qwest's Terabit Points of Presence (TeraPOP) Internet network. Initial collaboration is currently scheduled to include voice gateways, provisioning and interfaces to applications such as customer care, billing and status monitoring."

3)You are assuming "they do not sell IP service." Wrong.

4) You are assuming that if something doesn't generate alot of revenue it's a bad strategy.

September 11, 1997 QWEST COMMUNICATIONS SIGNS STRATEGIC MARKETING AGREEMENT WITH enable. Qwest Communications International Inc. (Nasdaq: QWST) today announced that it has signed a marketing agreement to provide long-distance services for enable, a leading marketing services company and joint venture of KN Energy (NYSE: KNE) and PacifiCorp (NYSE: PPW).

I think one of this companies strategies is to become more visible in the eye of their customers. By selling the lowest price interstate service they are capturing market visibility which, IMO is key to their overall strategy.

Lets give these very bright people the benefit of the doubt. All companies will make mistakes but it's a comfort to know that these people at Qwest have the experience and the vision to move forward and take the lead.
