In lieu of local sales tax or in addition?

Then there is the question of "States rights"

and if in lieu, then how to distribute to locales (and then there will be overhead)?

It would immensely help small business that sell out of state...

i was always concerned about national sales tax hitting low to middle income. i am more inclined to flat tax brackets and no credits or exemptions. looking forward to details on any and all tax proposals.
