Perhaps you should read the article, or have somebody read it to you? Your opinions are faulty, as is your reading comprehension.

"Some senior Amtrak officials did not become aware that the braking system had not been installed on the northbound side until after the train derailed."

(No amount of money can fix ignorance and/or stupidity)

'A spokeswoman for the railroad said Thursday that the decision not to install the system on the northbound stretch of track had been made in the 1990s and reflected the maximum allowable speeds in each direction. Trains approaching Philadelphia from New York can travel as fast as 110 miles per hour, Amtrak said, and face a steeper decrease in allowable speed heading into the curve than trains traveling from Philadelphia toward New York.
"

Who was in charge in the 90's?

Note the "and rules" part.

Also government and government funded organizations almost always respond to their failures with "we needed more money, and if you give us more now we can prevent a repeat". There isn't any good reason to think that more overall budget money going to Amtrak would have gone in to safety rather then a lot of less important things Amtrak is prone to spend money on.

---

The crash spotlighted other possible shortcomings in Amtrak’s safety system, officials said. The stretch of track where Train 188 crashed heading north was equipped with an older automatic braking system, but only on the southbound side, an official briefed on the investigation said. Some senior Amtrak officials did not become aware that the braking system had not been installed on the northbound side until after the train derailed.

So they couldn't even keep track of the safety systems they did and did not have installed.

Railroad officials said Thursday that installation of the safety system on tracks across the country was also hampered for more than a year by longstanding F.C.C. rules that required environmental and preservation reviews before the safety system’s antennas could be installed in historic areas or near tribal lands.

More big government red tape getting in the way.

The commission also defended its handling of Amtrak’s petition to acquire wireless frequencies, asserting that it had taken Amtrak three years to negotiate the purchase and that the commission had approved the deal within days.

So at least according to the FCC its Amtrak's fault the spectrum wasn't in place.

A French Jewish woman was assaulted by three men in an apparent antisemitic attack in the Paris suburb Sarcelles last Wednesday, the Algemeiner has learned.

The three assailants were of African origin and shouted “Hitler did not finish his work” and “dirty race” while assaulting the woman, according to a French antisemitism watchdog.

The victim said she was attacked after the son of one of the assailants threw a ball in her direction. The three men approached the woman to retrieve the ball when they began attacking her, according to the report.

The victim filed a complaint with local police shortly after the assault.

Because the attack was so violent, it was recommended that the woman take a 15-day furlough from work to recuperate, said the National Bureau of Vigilance Against Antisemitism.

Sarcelles is noted for its large Jewish community, and some call it “Little Jerusalem,” according to French-Jewish news portal JSS News. Last summer, the authorities reported violent attacks against local synagogues and Jewish-owned businesses.

Recently, the Algemeiner reported another Paris antisemitic assault involving a 40-person mob on Boulevard Voltaire.

Had Amtrak had more money the tragedy could have been averted.

Educate yourself next time, because your ignorance is so dramatic and astounding, I can't keep being your guide and holding your hand out of the liberal shadows of lies and spin.

"But the blame game appears to be misplaced. Congress had mandated PTC for all major stretches of passenger rail—including the curve where Train 188 derailed—by the end of 2015, and appropriated the money to help get it done. Amtrak, in turn, had installed the equipment on both the tracks and the trains, but was waiting for final approval on computerized radio frequencies before making it operational.

This late-in-the-week revelation underscored the irresponsible nature of the Democrats’ rhetoric. Their nastiness was in evidence on the House floor, where members of Congress echoed the Agenda Project attack ads. In other words, this was a Democratic Party talking point.........."
