The poorest of the poor do not pay taxes because they have no taxable income.

They generally pay the "stupid" tax via lotto tickets, cigarettes and alcohol - and coming soon to a town near you - marijuana taxes.

Kinda like Willard Romney and all those billionaire hedge fund managers. They have a carried interest loophole that is unavailable to anybody else that guarantees a maximum tax rate of only 15% but most manage to avoid even that.

Congress allows this to go on because they get massive bribes in return.

As to the gilded edge, they make their money, and they pay a hell of a lot more in taxes than you, me, or Bernie Sanders.
Often they simply steal their money, using bribery with elected and non-elected officials to move the laws in a direction that directly benefits their company. Obamacare is a major example, but hardly stands alone.

Their tax rate is barely above that of the rest of us. Add in all the perks that hide their income and they are undoubtedly paying a lower effective tax rate than most Americans.
