No, it is true.

Fox News, one of few remaining legitimate news organizations, got the documents. Iranians will collect the soil samples. Iranians will take photos. Iranians will take videos. No IAEA personnel on site. Collected items are shipped to IAEA who can, later, have a person travel to the site for a one day "roundtable" meeting to address questions.

Iranian equipment. No IAEA.

That is self-inspection. And when it is boiled down, it is NO inspection.
