You're wrongly assuming the issue here is a lack of capital availability... rather than the pairing of a less than economic project with prices that are declining to a level that makes this project all the more uneconomic.

If this project did make more economic sense than others... it would be at the head of the line, and not an afterthought...

Does it matter that copper prices are in the toilet (already below a level that can make anyone care about Schaft Creek) and are still declining ? Does it matter that the global economy is teetering on the brink of entry into a depression... while Teck (and others) can still find new projects that ARE economic, even at current prices, so you can see them proceed to expand the global supply of copper, even while demand continues to fall ?

Take your favorite two headed coin, and flip it to get the answer... either yes, or yes...
