The major components were designed by US , some are processed by US manufacturers, some by the far east manufacturers, so the flow is as follow:

US designed the components, manufactured by the Asian.The components manufactured
by the Asian manufacturers were sold to CPQ, HP, ACER those box makers by the US design
houses(fabless companies) to make up the
PCs. To summarize:

US companies designed the components , wafers were processed by Asian, dies were packaged and tested by Asian manufacturers.

Parts were sold to the box makers by those US design houses or semiconductor companies
to the box makers to make the PCs.
