I'm just thinking aloud. LOL

I doubt water vapor is considered a greenhouse gas or pollution... I believe us in CA would PAY to have water vapor delivered over our mountains with the hope it condensed and fell as rain.

Also, my belief was we'd use fusion or solar to convert water molecules into Oxygen and Hydrogen. Perhaps burn the O2 in power plants to generate more electricity to break more water into Oxygen and Hydrogen while saving the Hydrogen for fuel cells. Anyway, that would be net-net neutral.
